Altho Carl was originally from Waterview and attended Hebron High school he eventually moved to Delmar. Carl had been living here about 20 years when in 1982 Samuel A. Willey was elected Mayor of Delmar Delaware and after a month decided to resign. Councilman James L. Smith was appointed Mayor to fill Willey's spot and Carl was appointed a councilman taking Jimmy Smith's spot. Carl served a couple of terms as councilman and then when Karen Horseman resigned as Town Manager Carl filled the spot temporarily until the town found a town Manager permanently. Carl died in 2010.
